The Department of Monitoring and Enforcement of the Commission is the Department responsible for monitoring both surface and groundwater resources to ensure enforcement and compliance to the Regulations. A key part of this responsibility is to ensure compliance with relevant water laws in order to secure sustainable use of water resources.
The Department is the enforcer of the regulatory and other ancillary activities of the Commission such as Monitoring, Enforcement, Compliance and Evaluation activities. With the vast external and internal responsibilities, the Department has the need to work hand-in-hand with other departments of the Commission for collaboration, synergy and above all achieve the mandate of the Commission.
The Department also coordinates compliance monitoring of water use licensing terms and conditions, conflict resolution amongst water users and regulation of water users across the full water resources value chain (including water resources, Dam safety, water related hazards and water services).

FUNCTIONS OF THE DEPARTMENT
The overall functions of the department are:
Effective monitoring and evaluation of water resources sector programme;
Monitor and advice on international and national treaties obligations;
Monitor performance compliance of licensees;
Bring technical expertise and impartiality to assist in the resolution of conflicts;
Arbitration of disputes between all stakeholders;
Receive and investigate complaints from licensees, developers, consumers and others;
Enforce compliance to Water Use & Licence Regulations and other Water Resources Acts;
Prosecute defaulters of the acts and regulations;
Keep documentation of licenses issued; and
Publish licensees in newspapers.
